Phase 4: align an intervention that includes administration, policy, assessment, and evaluation. Emphasis on: participation needed for situational analysis and effective interventions. At a time when a lot of clinical trials were happening, it was determined that we need practition- ers for practice based evidence. Lots of times you plan something and it doesn"t work out this is normal due to predis- posing and reinforcing factors. Institutional factors influencing factors in an person"s institution. For example, the differences be- tween working in a homeless shelter and in a high school.
