Ages 20-39 with children: bottom income quintile, declined 47% to 35, top income quintile, increased 88% to 94% Rates rose among non-family individuals: bottom 9-17% and top 38-60% Whether owned or rented, the physical conditions vary tremendously. Homelessness: fastest growing segment of population, persistent feature of society. Disagreement reflect incompatible agendas and politics of key players: social advocates/service providers prefer broad definition, including risk of homelessness, government officials/policy prefer restricted definitions- those who currently live on street/in shelter.
