Ivory tower universiies should be made up of intellectuals pursuing academic interests without concern of real world interest. 1 in 20 eighteen years old atended in 1951. More kids (baby boom) more high school graduates: need for highly educated canadians (public sector, white collared jobs) More middle class (not limited to upper class)
