Social policy is our response to social need, the implementation of our ideas about social welfare ( society"s ideas of wellbeing: using the term social problem (as used in the textbook) narrows the field as to what. It is important, but it does not solve a social problem, despite that, it is a part of the social welfare program: has to be a need (not necessarily a problem) Instead of what are the basics and ensuring that the population has those basics, what do we aspire for everyone to have - what can we reach up to, in order to achieve those needs. Includes income support programs, but direct service provision, as well as services and benefits related to health, education, criminal justice. Focus on government services and benefits, but other groups, people and organizations enact social policy: parenting is a social welfare program, when a child has no parents, the government steps in.
