As the civil war was nearing its end, it became apparent that the north was going to win. It was not as clear how a military victory could restore the national unity. As early as december 1863, lincoln had issued a plan which was called the. It allowed states to rejoin the union if just 10% of those who had voted in the 1860 election agreed to swear an oath of allegiance to the union, and accept emancipation. Under lincoln"s plan, they also needed to seek presidential pardon before they participate in the government again. At the time, many republicans found lincoln"s plan too lenient, and wanted a slower path to the union that would demand more of the rebels, because they blamed them for the war. Under this plan,in order to become a voter, southerners had to take the ironclad oath, which meant that you swore that you had never voluntarily supported the confederacy.
