The idea of a hypertrophic state has its roots in another argument; the importance of geography in russian history. Autocracy (one person in charge of it all) was also large in russia. It is almost a way of european absolutism. Europe (kings, queens) could be argued that they influenced russia. Louis v wanted to be unrestricted by law, as were most rulers. However, they still had to rule by reason. Autocracy is different, in that there is no requirement to rule by reason. The russian monarchy existed until the 1905 revolution. The state was very powerful, and is caught up by the autocrat; it is powerful because of it"s relations to the outside world. The autocrats were very conservative, and instead of trying to change russia, they they tried to stop change in russia.
