Fund pollutants: pollutants for which the environment has some capacity to absorb. Pollutants will not accumulate if the emissions rate < the absorption rate (eg organic pollutants). Important to monitor emission rates (additions to the fund) relative to absorption rate. Local pollutants: damage is experienced near the source of emission (eg fine particulate matter) Global pollutant: damage affects entire planet (eg co2)
