Historically it was the outhouse of the united kingdom. Treated very badly, a lot of them didn"t own their own land, paid their rents to english landlords, Starts out trying to appeal to the reader in order to convince us (mothers, children ect) The political threat they might leave their native country to go fight the pretender in spain or become thieves, or sell themselves into slavery. Find a cheap method to making these children useful. Reminds us that not only beggars its almost every irish citizen that are in this state. As soon as he starts to mention numbers there is a coldness, his tone changes. Upper class members of society, the nobles and people that own land. Opens up with how children are a burden to their mothers and fathers (need help getting food, could grow up and become thieves, leave their native country etc) Someone needs to find a way to make them useful.
