Individuals don"t operate in isolation, they"re in uenced by their various environments - families, communities and political, economic and social institutions. They establish the institutional framework within which policymakers (and other stakeholders) must operate. They establish who the stakeholders are and how they interact. The opportunities they have to in uence the policy process. If contexts change, policy and policy analysis must change and respond. Many policy issues arise from changes in contexts.
