Globalization makes it dif cult to think of war in terms of national boarders. Terrorist enemy political describes as a global insurgency in order to delegitimize the opponent and to position them on the same level. Deny the claim that terrorists are waging war against the in dels, instead referring to them as an uprising, and a rebelling population that cannot be managed by a state. The job is to put down an unending series of rebellion.
