6 approaches communication is approached in policy analysis: rationalist oriented. Emphasis on technical skills (statistics, cost-bene t analysis, etc. ) * communication is supplementary to policy analysis need persuasive case. *communication = writing policy report, maybe ministerial brie ngs, executive summaries, plain language communication, etc. Different epistemological approach appreciation of facts is mediated by our ideas about the world . Believe there are collective frameworks used to make sense of the world (ways of how we view the world is not limitless) May be taken as given (common sense) by some but not shared by others. *policy eld is marked by the clash of ideas ex) notions of family. *policy coalitions and policy paradigms exemplify this approach. Deep core beliefs ex) humans are evil or good. Near (policy) beliefs ex) coercive or encouraging policy. Communication around these ideas to develop ideas: constructivist. *more radical reality exists but we have no access to it .
