Guest speaker, tammy horne (october 27, 2015) Key distinction of evaluation: focus on learning, improvement & development, accountability judgement of worth or merit , emerging popular approach: developmental evaluation, an approach where your evaluating all the time, popular approach: cost-effective evaluation cost analysis , scal approach. Why have program evaluation: program improvement, accountability of funders, public agency (tax payers), program participants, etc, focuses attention on achieving goals & objectives, documents results: information about the strengths/weakness/implications of program design & implementation. *program evaluation will mostly be an outcome evaluation, but do incorporate aspects of the impact evaluation and may even require process evaluation* You know your program better than someone outside. Expertise (need to allocate resources to expert(s) to evaluate program plan) A philosophy of inquiry that encourages active participation in the evaluation process from all involved communities (cockerill, myers & allman, 2000) Depends on culture of organization and participants.
