You need to think about how to access those resources. The activity dominated the land cape and transforms it. That links to the next type of approach/way of viewing resources as assets: quality of environment. You reach point where the environment has been so degraded that you need to do something about it before you can do anything else. Need to clean up the mess before going forward. This is a mater of governance and example of power relations. Degraded enjoyment can be a safety hazard.
