Can see it as asset but seeing the usage of the resource. Planning for the future is based on the resource. Too much focus on the speci c resource usage. There is not alway coupling between property rights and resource. You can nd areas in vancouver island where it is easy to nd places to log and as time goes by when you are looking at more inaccessible places, logging activity spread. You need to think about how to access those resources. The activity dominated the land cape and transforms it. That links to the next type of approach/way of viewing resources as assets: quality of environment. You reach point where the environment has been so degraded that you need to do something about it before you can do anything else. Need to clean up the mess before going forward. This is a mater of governance and example of power relations. Degraded enjoyment can be a safety hazard.
