The ycja defines youth as persons btw 12-17 years. The un: persons between the ages of 15 and 24 years. Nearly 85% of youth live in developing countries. North america 330 million youth (12. 4% of the population; 4% of global population) Youth issues: world programme of action for youth for the year 2000 and beyond. Full and effective participation of youth in the life of society and in decision-making. Children and youth under the age of 20 represent almost one in four people (23%) in the canadian population. As of july 1, 2010, there were approximately: 3. 7 million children under the age of 10. 1. 9 million youths aged 10 to 14; and. 2. 2 million youths between 15 and 19 years of age. Reality vs. media discourse: youth as chronic hedonists, youth as crass consumerists, moral panic and youth as folk devils. Societies appear to be subject, every now and then, to periods of moral panic.
