(the spark of which was defeat in the russia japanese war) Liberals were excited and hoped to gain a lot from the october manifesto. There was even the suggestion that no new law would go into effect without the approval of the duma (the lower house of the federal assembly of russia (legislature)). The october manifesto seemed to placate the liberals despite lack of details. Either way, the october manifesto succeeded in splitting the intelligentsia away from the up risers. On the 1st of november there was a new general strike, but it had been put down by november 5 th. The peasants were still rebelling in the country side, but without the backing of the liberal intelligentsia. The october manifesto was not law; it was simply a proposal.
