Charter s. 10: life, liberty security, rights on arrest/detention. First amendment: no law to be made that violates rights. Goal of civil society is to maximize pleasure/minimize pain, greatest good for greatest number of people. Adam smith - emphasis on individuals seeking their own goals. Civil/social liberty - limits of power that society can exercise over the individual. Sole end for which mankind are warranted, individually or collectively, in interfering with liberty is self protection. Cannot interfere with an individual harming self, only others.
