Consisted of 60,000 people in a 4km radius. 40% of public were children under 18. Many of the residents still had english has a 2nd language, so is considered a very marginalized community. The initial plan was to put a youth health committee together. They started out with 20 youth, and then 8 and by the third meeting: 0. They were not able to meet the youth committee goal (during this time- election of new mayor- so they had to fit within the safety plan vision of the city) Alternative course of action: using the comprehensive school health model to structure principles found in report: when they looked at the above report"s principles, they thought they could use them within schools. Set for delivery in schools exclusively, and targeted group was changed to youth aged 11- Tph wanted their youth service delivery by: to be more evidenced based.
