It arises when people or groups have to manage themselves or deal with one another. Politics occurs whenever people or groups have to deal with one another. It is not simply about security, it encompasses more than that. The notion of globalization has showed up in many contexts. What nye and keohane are getting at is that many things in the world aren"t accounted for using the state as the main actor and security as the main theme. They tack on to one part (for example, they focus on economic globalization but forget political or cultural, etc. Various theories tend to be driven by the preexisting disposition of the person looking at them. People walk into their idea of globalization with a mindset already in hand. We can find all sorts of roots of where we are today. The pace and rate of globalization are of increasing importance.
