Numerals allow for measurement to be both qualitative and quantitative. They have meaning when we give them meaning. They can be yes or no, satisfied or not satisfied, or actually have a numeric value. These are the rules that help us classify, compare, or quantify. These levels are set up in a hierarchy, everything that applies to the lowest level applies to the highest level as well.
