*half of the people in prison are in jail, having not convicted of any crime. They are there because they cannot afford or were not allowed to leave on bail. Why would a police on horse, be better than one on foot or vehicle. Ascertaining the actual crime rate is difficult and problematic. Showed males and females show the same lvl of victimization. Cucrs seriously underestimate the true amount of crime. (only 31% of all victimizations were reported to police in 2009) 25% of canadaians under 15 in 2009 were victimizated by at least one crime in the past telve months. Another way of determining the actual crime rate is through the use of self- report surveys. This involves asking people directly abou their involvment in crime. It is useful for ascertaining perpetrator"s attitudes, values, personal characteristics and behaviours.
