Others would argue that these provisions were used as a method to get cheap labour over forcing the tribes to work the grounds. Such an identity came with legal discipline/colonial administration (listed above: except the boys aren"t yet criminals because they"re not adults so they haven"t been registered in the law yet they"re in a liminal spot.
