Should involve the community and several different stakeholders to gain a variety of diverse opinions/perspectives. Need to have a solid vision to maximize benefits and minimize negative impacts. Tremendous changes in tourism since late 1970s, increasing prosperity, more efficient transportation systems and technological innovations. Increased foreign revenue, higher employment rates, greater public sector revenues. Focus needs to be on power relations for better management and governance. Local people are active participants, rich in intellectual capital. Focusing on the strengths within a community and citizens, rather than deficiencies and problems of a community (not just solving problems but leveraging strengths)
