Developing an initial program theory: evaluator as a facilitator (like a coach, conceptualize the program, practitioner (the people implementing the program) logic, program documents, research logic. Using the evaluability assessment: is the program ready for further evaluation, if yes: use evaluability assessment results to develop an evaluation plan, if no: use evaluability assessment results to determine strategies to facilitate evaluability.
