Thus, individuals not only should be protected from the power of an officer of the state but also from the tyranny of the dominant opinion and feeling of the society. Liberty for the political subjects can be guaranteed in two ways: by recognition of certain immunities called political rights, by constitutional check which required the consensus of the governed.
