They may reach out to the; • attentive public - individuals and groups who are not part of the regular policy community but are very interested on a topic and the process on the agenda - ex. assisted suicide right now The Policy Cycle • what are the elements , or steps, of policy making? • agenda formation • -public agenda; the public at large, ex. MADD, assisted suicide, and legalization of marijuana • -formal agenda; which means platform>mandate>formal agenda • factors that affect the formal agenda • -ideology (environment, climate) • -influential interest group (stakeholder or activist) - MADD an example of this. There can also be people who use the courts to bring things on the public consciousness • -changing demographics - baby boomers 2 • external factors - 9/11 changed a lot of policies. EU trade agreement. These external factor effect domestic policy Formulation • must develop coherent strategy that eventually becomes government programme - very broad term for a number of things that could come out of the policy • political scientists have developed theories of decision making • -rationalist theory • -radical change possible • instrumentalist/pluralist exchange model • -slow incremental change
