The tree big problems with this kind of democracy. There are no grounds to see if it has been decided fairly. Not a formal way for citizens to challenge how the aggregation is held. There is a critique that says the decisions made by aggregation are much easier to fit into aggregation models then other values and models. Is the theoretical underpinning ways of thinking about the public and democracy, more specifically the publics role in public policy. Representative, it physically looks like the population. People need to be able to defend opinions. Both procedural and substantive parts of the policy need to be developed. The process must lead to some sort of binding legislation. The process is dynamic, they should be under the understanding that decisions are subject to change. 2nd generation: deliberative democracy in a complex and pluralistic society.
