Looking ahead to his grandchildren, idea that the war would still be going. Was not nancially sustainable to keep moving forward the way they were. E ective and scary, but cheaper methods of defence. Con ict with the soviets could go on for generations. Did not want the budget to be broken, soviets would win. Technology would be more important than man power. Enormous costs to have standing army and to relocate the army.
