Week 3: the importance of leadership in the public sector. Some believe public managers have no right to lead because they are supposed to follow what their democratically elected masters tell them to do. Behn believes public sector leadership is an obligation not just a right. Public sector includes military, law enforcement, and any government services that are provided: essential to deliver many public services important to society, public sector leaders can target problems elected officials cannot. Lots of hierarchy in the public servie: minister deputy minister assistant deputy ministers diretors. Federal government and the provincial government have different areas of responsibility which are defined in the constitution: section 91 (federal, section 92 (provincial) Downwards leadership: department management, sets the strategic direction of the department, requires financial planning, and providing a productive work environment. Upwards leadership: need to keep clear and consistent lines of communication open between all levels of government.
