Definition: population living in a defined territory: size doesn"t matter so there can be micro states like nauru or monaco. Russia represents 1/10th of the land mass of the entire globe. Monaco is the smallest westphalian state (about the size of guelph campus) Has internal/external sovereignty: the political entity has the power to decide for itself. Prior to the war the political entities that existed were not really modern states because they were lacking sovereignty. (primarily talking about europe). Instead there were two political actors that transcended that sovereignty, meddled in their internal affairs and external relations. Those two actors were: 1)the catholic church (for spiritual and political matters) 2) the holy roman empire (emperor) (interfered in secular and political matters) In 1816, the emperor at the time, old and frail, dies early the following year. But, before he dies there is a crisis who will be the next emperor? -he has no children so its not obvious.
