In non-democracies, they have more absolute power and in democracies the power is shared with other branches of government and monitored. In many parts of the world there are fused executives. President is the head of state and the head of the us government. For example, in canada the formal executive is the queen and the governor general acts on her behalf. The prime minister is the head of government. By dividing the power (non-fused) you hope that the person doesn"t attain too much power. Also, in britain the queen is given a lot of the ceremonial jobs while the prime minister can continue working. There are dictatorships where there are non-fused executives. Switzerland has the swiss federal council: take turns being the president of the council.
