The major part of economic activity takes place within independent countries. There is an absence of effective and responsive state institutions. Leaders more concerned with securing their own grip on power rather than creating strong state institutions. Strong patron-client networks as opposed to strong institutions. State is unable to provide needs for citizens, so citizens turn elsewhere, such as to tribes or religious sects for material and non-material needs: develop diverse identities.
