The most commonly used definition of the state is a human community that successfully claims the monopoly of the legitimate use of physical force within a given territory (max weber, 1946) What is a balance of power and which thought believes that it"s necessary to construct and maintain a balance of military power: realism believes in a balance of power, they look for an equilibrium among states. Why is a state considered a historical institution fashioned by people? (jackson and sorenson, p 28) The state is something we created, we do not have to have our world organized according to states which are defined by territory. States now follow territorial lines, the people who live in that territory are national to that territory. Prior to modern state system humans had a variety of different ways of dividing up the world; roman empire, greek city state system, byzantine empire, catholic christendom, ottoman empire, and other historical empires.
