Royal prerogative: **unwritten powers based on custom and convention. Responsible government, confidence of the legislature: negotiate treaties, declare war and peace, appoint ambassadors, vulnerable to parliamentary restriction. Refused government advice to dissolve parliament: to prime minister mackenzie king.
