1978: established by trudeau to provide finding for groups that want to challenge quebec language legislation in court: enforcing language laws during this time across canada, trudeau was keen on promoting both languages at the same time. 1985: mulroney extends the program to cover challenges of federal legislation of the basis of equal rights. 1994: chretien re-establishes program; for cases concerning languages and equality rights: must prove equality rights claim. 1994-2006: criticism grows, primarily from social conservative group: arguing that the program only funds the left wing interest groups. 2006: harper cancels the program (one of the first things he did) Now: trudeau promises to reinstate the program. It"s better to have individuals themselves fighting for their own equality rights rather than just giving it to them. Success does not always mean winning a case: success can include simply having an argument or voice heard, access can be success.
