There is a mutual relationship between theory and practice. Both concepts complement each other and are needed in order to implement a successful policy. As pal states (2014) theory guides practice, but practice must, of necessity, add details that were never contemplated in the origins of the policy (p. 194). That being said, theory can be seen as a set of ideas that have not been put into place but are there to help guide the implementation process. A strong theory is vital for a successful policy implementation. No theory is perfect but by creating a strong foundation for a policy we can certainly eliminate the majority of potential problems and deliver a successful policy. There will be problems regardless but with the proper tools and information in place these types of problems will not destroy a policy. Practice is the act of putting the theory into the real world and to see if it works.
