Richard rorty"s definition of progress = increase in ability to see more and more differences among people as morally irrelevant. Universal declaration of human rights [udhr] (1948): the rights of individuals finally received international legal recognition. The states that signed this declaration never actually believe that it would constrain their behavior because it had no enforcement mechanisms. That being said, naming and shaming international actors for human rights abuses has grown to be very powerful. After being named and shamed, international entities experience difficulties receiving military aid/financial loans in times of needs. Particularism risks one group becoming so committed to their cause alone that their actions and beliefs tend to advocate for and begin to forget the rights of other groups. Z caring about violations from x > y can desensitize z from caring about violations from y > x.
