Article 5 Prevalence of Mental Retardation and Developmental Disabilities Estimates From the 19941995 National Health Interview Survey Disability Supplements y describe the development and application of operational definitions of mental retardation and developmental disabilities to items in the NHISD to estimate prevalence y estimate the prevalence of mental retardation in the noninstitutionalized population of the United States to be 78 people per thousand 78 of developmental disabilities 113 people per thousand 113 and the combined prevalence of mental retardation andor developmental disabilities to be 149 per thousand 149 y Prevalence refers to the proportion of persons in a population who have a particular condition illness or status y Mental retardation is defined by the American Association on Mental Retardation AAMR as the cooccurrence of significantly subaverage intellectual functioningwith related limitations in two or more adaptive skill areas communication selfcare home living social skills community use selfdirection health and safety functional academics leisure and work with such limitations manifested before age 18 y Developmental disability is defined by the Developmental Disabilities Act as a severe chronic disability attributable to mental andor physical impairments that are likely to continue indefinitely resulting in substantial functional limitations in three or more major life activity area
