Changes in youth justice legislation don"t have much to do with changes in levels of youth crime. Yoa was a federal piece of legislation but needs to be administered provincially. Young people were in a state in delinquency. Thomas bernard talked about the pendulum swinging back and forth in society. Word delinquent was replaced by young offender: metaphor for the jda to the yoa. Civil rights and liberties (judges, lawyers etc. ) Crime control models/just deserts (people who deserve justice, do the crime do the time) These forces lead to the change of act. In the 11960s youth were now being thought to the legal objects. Concerns over children"s rights young people were told to do things but they didn"t know their rights. Civil rights movement brought up the rights of all people in society. Women"s movement women were seen as needing more rights in this time period. Vietnam war people came to escape the draft major protests kent state shooting.
