The idea is that hacking is the deliberate use of technology to access other computers with or without permission. In pop culture hacking is always seen as done without permission but there are 2 kinds (holt and kliger) Hackers are not always deviant and not always criminal. Its easy for people to engage in hacking without malicious intent. Deviant because it goes against the norms and values. Some are not malicious because they hack as part of their job (hack other security softwares and let the companies know what they need to do to x their softwares) Some are malicious because they will hack for the intent of deviance such as stealing credit card information etc. Not a problem in the 80s but there was a sign of trouble in the mid 80s. Some accessed government and private sector information. As the years went on, there was widespread concern about youth and there was anxiety over them as well.
