Just changes in wording and programing: balancing act refers to young people who have committed no serious offences and have been being put into the cjs. There are better ways to punish them that are more: changes in language that transferred young people in to cost effective the adult system. More pronounced in the ycja: when you have a shift, it is politically motivated. Some people want to treat them harshly. Some what to give them a second chance: since the ycja in 2003. Number of young going to court fell. However, numbers were going down prior to the ycja. Just continued t decline when the ycja came into play. What happens to young people when they go to court. The categories are not all mutually exclusive. Was seen as a blancing act: compare yoa to ycja, under closer scrutiny, like probation, there isn"t really any electronic devices to sentence youth.
