A strategic approach whereby they go out of their way, to embed officers into community relations so that they can solve problems through partnerships . At the heart of it is police & community interaction. Maximizing time spent on street where they have ample opportunity to interact with members of the community. Team up" with community to solve problems: such that both parties play an integral role in coming up with a solution. People will (hopefully) develop more trust with the police department as a result. Symbolic levelling" of the hierarchy: decentralization and embedding. If we can get them out into the community, we can decentralize the institution by making officers more accountable to the public, rather than just their own institution. Late 70s-80s innovation: crime, deindustrialization, racial tensions. Late 80s to mid 90s diffusion: cp units, funding, more focus.
