They were young males that volunteered to be night watchmen and would keep an eye out for anything that was out of the ordinary. None of them had training; there was no formalized training in self defence, how to deal with people and communication. They were not organized; there was no answerable to and no one regulating the service. Back then most people turned this idea down. They were mainly dealing with low level deviance (drunk and disorderly, prostitution) They were also tied to the courts; they were responsible specific orders on behalf of the court. They were now responsible to find other officers and create their force. This is the first sign of oversight in a very serious way. It was to make sure officers were not out of line and if they were would take disciplinary actions. There was a lot of corruption and poor training. Emerged slowly and moved east to west.
