Open so people will feel more open to reporting crimes to police or talking to police. Strategy behind it was placing them in neighbourhoods where crime is more prevalent. Decentralization and accessibility - if you couldn"t get to a further away police station there was now one in your area - better access. Problem the more likely that people will report crimes. The more accessible we are and the more welcoming we are to people approaching police. A lot of people just came up to the police to complain about things - less effective in people reporting crime and more effective in people complaining about more mundane non-law enforcement type issues. Wrote a book emphasizing order maintenance and how important it is to maintaining order.
