Used on trains, mining towns and logging towns: used for the interest of private property, today they out number public police, 3 to 1 (private to public police, started in 1960"s and has been growing since then. Started because it was a viable service. Malls are ample opportunity for small crimes place of where the pp are situated. Fiscal crisis: resections, greater unemployment, the government need to cut back did this by cutting back on public services. Message they provide is that they are a good service. Marketing police: they market themselves as a better servie than public, they are more accountable to insurance and more than police do as well less red tape when you hire private p, apolitical, flexibility. Where they can and cant be: they are accountable to the state and the people, the public can file grievances with the state.
