If you want hot peppers give them excess nitrogen and not very much water so the pepper gets the hot taste. If the seeds on the inside are white they are immature and are bitter not sweet, when the seeds turn brown they are more sweet. Blossom end rot - due to the uneven watering. Fruit is not hot - this is because the growing season is too short.
