Actors in the formulation of canadian foreign policy. One of the things that defines foreign policy is minority vs. majority government. Parliament can play an important role in distinct ways: The opposition and can topple the government and all they need are the right circumstances: the opposition thinks they can win. Minority governments tend to tread lightly when they have minority governments. Majority governments meant the controlling party controlled committees. In a minority government, opposition parties may have more to say. They often reflect parliament, which may allow the opposition to vote against a motion in the committee, which allows them to call witnesses and to investigate the government. Committees don"t play much of a role when there"s a majority government.
