Panel reviews no longer include representative from the proponent side. 1982: internal cabinet report leaked (disinterest in and disregard for ea) within federal agencies. 1983: an ecological framework for eia in canada by beanlands and duinker. Earp is registered as the environmental assessment review process guidelines. Brundtland commission"s report (our common future) which introduced the concept of sustainable development as the solution to environmental and developmental issues. 1989 ea guidelines order became legally binding. Harmonization is when ea applies to more than one jurisdiction. A single assessment can fulfills the requirements of both jurisdictions. It is comprised of federal and provincial environmental ministers.
