Uhc - universal health coverage, rooted in the human right to heath, which governments are obliged to fulil. Aims to ensure access to good quality health services based on need, not on the ability to pay or other social atributes. Seeks to reduce the inancial hardships caused by reliance on inefectual health systems, the volaility of markets and having to pay fees at the point of use. Internaional models of health care: out-of-pocket model: For-proit, all privaized providers: beveridge model: Cuba, spain, brazil, uk"s naional health service. Mostly funded through government taxes, with some decentralized local services. Low cost per capita: bismark model: Sickness funds (not allowed to go into debt to pay) Private health insurance based on income (10% of populaion: naional health insurance model: Not for proit system, but lots of privaized praciioners. The us has elements of all 4 systems: Primary goal to extend health care to 15% of americans that had none.
