Usually, policy was that inmates crimes were secret, but sometimes they"re revealed, during the riots, these inmates were often attacked and beaten, but the initial intent was. Some were still in the general prison population usually not to kill - was mostly for fun : not much intervention, except for billie knight trying to stop it. Government didn"t want to negotiate back then because of political embarrassment: most inmates wanted to give up, but the elites coerced them into fighting.
