Chapter 9: administration of the collective agreement (cba) A legal document that binds the union and employer to specific terms and conditions of employment for a specific duration. Is generally deemed to be owned" by the departments who employ unionized employees rather than human resources. While the department may own" the agreement day to day, human resources is a key player in the administration of an agreement. Human resources assists in the interpretation and administration of the agreement and helps ensure consistency of application across the bargaining unit. Can be either manageable or a chore depending on your relationship with the union. Consistency in the application of the cba is critical in building and maintaining a positive labour relations climate in the workplace. Invariably, disagreements will arise regarding the application or interpretation of the terms of the agreement resulting in grievances. The number of grievances usually increases when the time to re-negotiate a cba is approaching.
